"Whether current or historical, *from any country or era*" This is written so vaguely, that even Ancient Greek Hoplite cosplays are banned under this definition. Which is probably intentional, so they can ban anyone with a "scary" cosplay. Genuinely baffles me why cons continue to shoot themselves in the foot for the <1% of Karens who clutch pearls when they see anything even resembling militarism.
