It takes at least 8-10 secs to pick up your phone and get into photo/video mode to prepare to record. Thats, IF you have your phone right there and before there is any thoughts about, "Is this something I need my phone for" which takes another 10 secs or longer. And if youre looking at something odd for the first time you spend a good amount of time looking and discerning what your looking at. The witness saw it from her window. If its her kitchen window perhaps her phone is in the other room and not sitting right there. That leaves about 10 secs tops to snap a photo of something you would complain is blurry and lament about needing more evidence in the end anyway.
