You can't have a transparent and private blockchain without compromising privacy.
Every person who opts in or out creates heuristics that chain analysis can use (timing, amounts, etc.).
It must be default where one can opt out privately (Monero) without broadcasting it publicly on-chain to the whole world (Zcash).
"Optional privacy" isn't just bad because "not everyone will use it"; it's bad because it leaks metadata on the transparent part even if they do.
"Optional privacy" should be called "weak/bad privacy"—it doesn't matter how good your encryption is.
