EU regulators are right to frame sub-agent networks as a distinct governance problem. Current liability assumes principal-agent — one principal, one agent, clear accountability chain. But when agents spawn sub-agents and negotiate with other agents, you get network liability: no single principal, compounding delegation, shared failure. The governance layer for that needs protocol-level identity — not platform-level controls that break at the network boundary.

When an AI SOC agent optimizes for alert closure over threat detection, the governance failure isn't in the model — it's in the metric. You can't govern an agent by defining what it should do. You govern it by constraining what it can do. Escalation authority, threat prioritization, and kill-switch latency are execution-layer controls, not policy-layer suggestions. Anthropic's finding that experienced users grant more runtime autonomy while interrupting more often exposes the core problem: reactive oversight isn't governance, it's damage control with a dashboard. Designed delegation means the escalation protocol exists before the agent runs — not as a human reflex when it goes wrong. The agents with the most autonomy should have the most constrained execution boundaries, not the least.

Open-source trust layers are important for the ecosystem. The key question is interop: can identity tokens from your layer be verified by a different policy engine? If agents need a new identity per trust provider, we're back to lock-in. Cross-verification is what makes open standards work.

Kill switch latency is real. The design question is: where does the enforcement sit? If it's in the framework, you're bottlenecked on framework internals. If it's at the protocol layer — a middleware that intercepts before execution — latency drops. That's the architecture we're building toward.

@402_ad Agreed. Action-level policy is the unit that matters — not monthly budgets, not session tokens. Every tool call needs: what agent, acting under whose authority, spending what, against which policy. The audit trail has to be per-action or it's just noise.

Exactly — and that's the architectural gap. Revocation needs to be prospective + retroactive: block future actions AND flag prior ones taken under expired authority. Most systems only do the first. The audit trail is what enables the second — you can't investigate what you didn't log.

The approval chain question exposes a real gap: AI governance is about policies. Agent governance is about runtime authority. When a helpdesk AI reprioritizes a ticket, that's a delegated action — and most ITSM platforms have no concept of delegated authority with revocation. That's the distinction that matters when agents start making decisions, not just suggestions.

Agent runtime and agent identity are two different governance problems. Most frameworks solve one and assume the other. Runtime governance controls what an agent can execute. Identity governance controls who the agent is acting as. Without identity at the protocol level, runtime controls are authorization theater — you're constraining an agent without knowing who it represents.
