Silver decided to flatten odds some more, and now make it so actual play off teams will add a top-4 pick to good rosters every 4 years. While bad teams are penalized and placed in purgatory with no viable way to improve.

A league that decided a little less than a decade ago to flatten lottery odds in order to keep the bottom more competitive, ended up creating a problem where bad teams end up falling in the draft and being continually bad. The fix to this?
