Anyone under 18 should only be allowed to purchase flip phones that allow texting [like in the 80's]. No media screens until you're an adult. That solves the problem as only adults would access online media. You cut kids off from ALL items that involve video and/or social sites. It's a win win situation. On purchasing a phone, you should show id for the age of the person. Under 18 - direct them to buy a flip phone. No activation of regular phones until you hit 18.
