People who talk big generally fail in our system. People who promise a little, deliver a lot more because they are working through the system and not trying to blow a hole in it. This guy ☝️ is a novice. A CM or any party in power in any state, is only a small part of the machinery that is running that state, and not the whole machine by itself. The real rulers are the IAS who look like fools standing behind them most of the time, eternally holding those files. They know how to make things run in a loop forever, and if it goes beyond their capacity then there is always the centre with whom he has now declared enmity. Nothing will pass!
