You don't shoot stuff into space without some security clearance. Musk is a government employee of the executive branch. All of the information he is gathering is in executive branch custody already. As long as it remains in executive branch custody no one has standing to complain.

Musk has no official security clearance. Which means all of the data he is gathering (stealing) is considered ESPIONAGE and he should be charged!
