I'm not sure if it's that they don't understand second order effects, of if they just don't care about the long-term consequences when they have the chance to feel good about something right now.
A classic example is raising the minimum wage. They hiked the minimum wage in Seattle and Portland, and predictably, employers responded by pausing the hiring of new minimum wage workers and cutting the hours of existing ones, resulting in fewer jobs and lower pay.
They were warned this would happen, but they did it anyway because being able to say "we raised the minimum wage" looked and felt good in the moment.
That's worse than stupidity. That's contempt for how your decisions affect other people in favor of short-term dopamine hits.

The institution doesn’t want digital ID so that it can “protect” young people. It wants digital ID so that it can monitor, doxx, and punish people. Especially young men. Every person pushing age verification is suspect and likely a flat-out bad actor.

There is culture in small towns. Where I grew up, we had a drinking spot in the woods called “The Falls,” which I assumed, before going there, must be near a waterfall, but actually it was just near a small cliff, next to which was a sign that said “the falls” with a bunch of tally marks
