The US Constitution explicitly prohibits any export tax. You can entirely forbid exports of a specific product, but you can't tax it. This applies to everything produced in the US, no exception. (Art. I, §9, Cl. 5) :"No Tax or Duty shall be laid on Articles exported from any State." Thanks for attending my US constitutional law class.
