Breaking down the Medicare24 contract: The South African Police Service put out a R360 million-rand tender call with the aim of providing healthcare services to members of the SAPS. Despite the contract being awarded to Medicare 24 Tshwane District, reports indicate that the contract was previously held by Metropolitan (a part of the Momentum Group) before being awarded to Medicare24. The bidding committee, comprised of senior members of the SAPS, allegedly fixed the tender bid in such a manner that positions Medicare24 Tshwane District as the most logical bidder. As Divisional Commissioner of Supply Chain Management, Lt Gen Molefe Fani would have exercised oversight over this bidding committee. As a former employee of the National Treasury, one would expect him to perfectly understand the guidelines of the Public Finance Management Act. No adequate background check was done, which would have revealed that the man behind Medicare24 Tshwane District was none other than Vusimuzi Cat Matala, a man with an 18-year run-in with the law. When questioned during Ad-Hoc Committee proceedings last year, General Fani, in fact, stated, “there was nothing material to stop the contract based on information at our disposal at the time,”. This would eventually come to see Vusimuzi Cat Matala awarded a R360 million tender and effectively had oversight over the health records of our SAPS members. Senior members of the bid adjudication committee would also receive cash payments and even a steady supply of Ozempic in exchange for fixing the contract in favour of Cat Matala’s Medicare24 Tshwane District. The awarding of this specific contract would feature prominently in the proceedings of both the Parliamentary Adhoc Committee and Madlanga Commission. Fast forward to March 2026, the National Commissioner as the accounting officer of the SAPS, responsible for the financial affairs of the SAPS, including overseeing irregular expenditure and ensuring that expenditure is supported by adequate and complete evidence, and key SAPS members, some of whom formed part of the Bid Adjudication committee, would come to be arrested and charged by the IDAC for the irregular awarding of the R360 million health service contract. The national commissioner will appear in court in April and it is he will be similarly charged to those above. Here is a video of when I questioned Lt Gen Fani, hopefully he too is on the list
