Have we ever discovered what portion of the police in these regions were from the same ethnic communities as the rapists? In our heads we imagine the police we are familiar with, but there appears to be a deliberate pattern among the police actions that goes beyond negligence, indifference or fear of being labelled racist, and looks more like endorsement, complicity and, according to the testimony in the report, *participation*.
