I totally understand that. The fact is someone will rob a store. The amount people steal determines if it’s a misdemeanor or felony. Those classifications determine sentencing penalties. Theft, no matter what amount doesn’t have death as a penalty. The officer acted outside of his authority try and kill someone who stole.
