
No one could explain what SB 1300 fixed. The strongest argument for the bill is about accountability. Agencies should answer to an elected governor confirmed by elected senators, not to insulated boards. I take that seriously. It just does not describe the system we had. Since 1938, the Fish and Game Commission has appointed its director. Since 1965, the parks board. Since 1974, the transportation board. The members of all three bodies are themselves appointed by the governor and confirmed by the Senate. The supporters of the accountability argument said they wanted something that already existed. SB 1300 shortened it by one step, at the cost of a regionally representative, merit-focused buffer that honored Idaho’s promise.
