This delivery cyclist decided to endanger the public this afternoon by firstly not stopping at red traffic lights, but then mounting the busy pavement and riding along Deansgate inconveniencing pedestrians. Rider issued TOR for cycling on the pavement. #OpAvro #SaferTransport
