Notice how everyone talks around and around "system crash" but never really says outloud that much of this "crisis" is about trying to keep Glen Canyon Dam functioning. The Dam should've never been built, and now is driving the crisis. It's not just a deadbeat dam, it's like a Drug Addiction Dam, and similarly, until people face and name the problem, the solution will never appear. There's nothing in the Laws of the River that require the fed govt to "protect the infrastructure," yet protecting Glen Canyon Dam is driving the entire EIS process and the narrative around it.
