💔Hidden Harm in Records: Why Sexual Abuse and Exploitation Are Rarely Named on UK Child Protection Plans – Leaving Children Without Specialist Support. Many children in the UK face serious risks of abuse, but official child protection records often don’t fully reflect sexual abuse or exploitation, affecting access to help. For many children, this means the abuse they experience isn’t clearly named so the support they receive may not match the trauma they’ve lived through. Key facts (England, as at 31 March 2025 – latest available data): • Around 49,000 children are on Child Protection Plans (about 1 in 250 children). • Breakdown by main category: • Neglect: ~50% • Emotional abuse: ~37% • Physical abuse: ~7% • Sexual abuse: only around 3–4% (around 1,700 children) Yet far more children are identified through assessments: • Around 29,500 children assessed as affected by child sexual abuse (CSA) • Around 12,100 children assessed as affected by child sexual exploitation (CSE), including grooming or group-based harm So while only a small proportion of plans name sexual abuse as the primary risk, far more children are living with its impact. Recorded CSE cases have fallen (down around 29% since 2016), though experts caution this may reflect changes in identification and recording practices rather than a true decrease. CSE/grooming risks have no separate Child Protection Plan category – they are usually included under “sexual abuse” (which covers both familial CSA and exploitation) or sometimes recorded under other categories such as neglect. Child Protection Plan categories record the primary concern not the full picture of harm a child may be facing. Professionals often have to make complex judgements with limited evidence, especially where children may not disclose abuse directly. NSPCC estimates (latest briefings, 2025/26): • Around 1 in 20 children may experience sexual abuse • The true scale is likely much higher, with many cases going unreported or not specifically recorded Why this matters for support and funding: When sexual abuse (including CSE/exploitation) isn’t clearly identified as the primary concern, it can reduce the visibility of need in national data. This, in turn, can influence local commissioning and make it harder to secure sustained, specialist funding. Current reality: • Specialist CSA/CSE services face significant shortages – over two-thirds have waiting lists • Around three-quarters report funding uncertainty, affecting staffing and long-term provision • Some services have closed in recent years due to financial pressures Recent investments include: • Up to £50 million to expand Child House models (trauma-informed support for child victims) • £550 million over two years (2026/27–2027/28) for wider sexual violence support However, much of this funding is short-term or not fully ring-fenced for CSA/CSE-specific services. Charities highlight that ongoing underfunding, inflation, and insecure contracts continue to leave gaps. What isn’t counted clearly is harder to fund—and easier to overlook. This recording practice can obscure the full extent of harm children experience. When sexual abuse is subsumed under broader categories, the scale of need is less visible, and some children may not receive the specialist, trauma-informed support they need to recover and stay safe. If we don’t clearly name sexual abuse, we risk underestimating it—and under-supporting the children who need help most.
