It should be, but it won't be anytime soon. We've asked for this for decades; the best we got in return is Schedule III. So my suggestion would be to write legislation that keeps it at three but includes homegrow for all US citizens. It will be vetoed if it's anything but three. I don't like it, but it's the reality of this industry right now.

@RiseUpReader That is a flawed philosophy since BPA is relative. BPA can be debatable. The Falcons front office collectively thought Pitts was the BPA and he wasn’t even a position of need. They could have easily gone with Chase, Parsons, or Sewell which were needs.
