Perhaps they aren't qualified... Perhaps they were previously elevated for reasons other than merit... This is the problem with DEI policies, and has been since affirmative action in the 90's, in that you now can't ascertain whether a POC got their position based on merit or favoritism... I suspect these two officers were benefactors of Biden, and/or Obama, pushing promotion for every non-white, non-male soldiers, regardless of qualifications or talent. I could be wrong but that is my best guess...
