Murmurations are not analogous to how human judgement emerges but about how the fitness of human judgements in their environment produce social cohesion. Humans are the most varied creature in intelligence and risk taking that has ever existed, and there are no analogies for us.

Nobody makes object level judgements. You follow what your social group thinks, and they what theirs think, etc. Everyone just moves to their closest neighbour. Dancing through the air, the swift change of the swarm comes without deliberation, a beautiful flow of nature.

No group thinks, and people who don't have a capacity to follow social groups influence us. Norms arise not just by variables of tech, biology, or environment, as aberrations exist solely because of mutations of language and behaviour, including cognitive behaviour: thoughts.
