Ok I found the relevant provision. The conduct has to be a cyber attack, which is a stretch here. And the act makes clear that the exemption "is inapplicable to price-fixing, allocating a market between competitors, monopolizing or attempting to monopolize a market, boycotting, or exchanges of price or cost information, customer lists, or information regarding future competitive planning."

What is it called when three horizontal rivals collaborate by sharing competitively sensitive information with the goal of fending off entrants? (FWIW, I'm not aware of any exemption to the antitrust laws when the entrant might be Chinese).

@HalSinger It's not hard to find. And, "cybersecurity threat" is fairly broadly defined. It's also not as though DeepSeek et al are registering one (at)deepseek(.)cn account, they're often engaging in the types of circumvention that resemble CFAA violations.

This pedantry has the moral clarity of saying "I didn't steal everything from that man, I left him a dollar." And it only works with a Western audience – anyone who spends a moment looking at Persian twitter can see the mass pain of not being able reach family. It's repugnant.
