Fog of war requires probing. Requires that you know the meta is "send a scout." Someone that's never played Starcraft and never seen a single tutorial doesn't know to scout until the opponent that does scouts them. And then kills their drones mining. THEN you learn to scout.

How do you square those statements? Johnson: Some states handle mail in balloting well. Florida is a great example. They don't allow fraud. That is not true in other parts of the country.
