Today @Ij won a case that has major ramifications for anyone thrown in jail for filming police officers or other law enforcement agents. BUT this is also an example of how DHS intended to use one of FOIA's most abused exemptions, Exemption 5, to hide embarrassing information in violation of the law.
There is nothing in this document that rises to the level of "deliberative" or atty client privilege (IMO)

As an aside, calling someone who represents data center developers an "environmental lawyer" is like referring to a prosecutor as a civil rights attorney.
