SC Const. issue in S.62 turns on change passed by voters in 1972 and ratified by General Assembly in 1973. INdirect aid, that is aid to private school students, not schools themselves, became constitutional in 1973. That's why we have 1st Steps,Tuition Grants and hopefully S.62.

SC Senate Ed subcommittee reviewing bill to provide aid to K-12 students who want options beyond their assigned public school. Let's be clear. The SC Tuition Grants program, aiding private college students, would not exist if the state constitution had not been amended in 1973.
