It’s very much everyone in Oz. Maybe not recent immigrants but everyone else - Protestants and Jews observe it too. I’m not Catholic and I was raised not to eat meat on Good Friday.

That is in large part because we havent demonised social policies and theres a recognition that as a society we can only move as well as a least off members. And we could go further in pursuit as that. We may not have called it "socialist" in the derogatory fashion some want, but the health system, state housing bodies, and our welfare and education systems have pointed to this direction since the 70s.
