Ce qu’a fait Israël au Liban aujourd’hui est innommable. C’est un crime de masse inqualifiable. Aucune logique stratégique ne peut le justifier. Israël est un État failli, un État criminel, aux mains d’une clique criminelle. Quiconque soutient cela est complice de crimes.

La France doit réagir et ne pas s’en tenir aux mots. Après ce qui s’est passé à Beyrouth, le moment est venu de proposer à l’UE de sanctionner Israël.

Politiquement, cela revient à apparaître, au moins sur ce point, dans un alignement de circonstance avec l’axe iranien. Pour un ministre comme Youssef Raggi, qui a précisément durci le ton vis-à-vis de l’ambassadeur iranien, la contradiction serait spectaculaire. Soit, à l’inverse, le gouvernement libanais affirme, comme Israël, que le cessez-le-feu ne concerne pas le Liban. Dans ce cas, il reconnaît implicitement que son propre territoire reste hors du champ d’une désescalade régionale pourtant présentée comme majeure. Cette position serait politiquement explosive en interne. Elle signifierait, en substance, que Beyrouth accepte d’endosser la lecture israélienne d’un Liban laissé à part, alors même que le pays continue de subir les frappes, les évacuations et les destructions. Pour l’opinion publique, une telle position serait difficilement tenable, car elle ferait du gouvernement non plus un protecteur insuffisant, mais presque un spectateur assumé de l’exclusion du Liban de la trêve. C’est sans doute là que se mesure le mieux l’impasse des autorités libanaises. Si elles adoptent la lecture iranienne, elles brouillent leur ligne diplomatique interne et offrent au Hezbollah un argument de légitimation supplémentaire. Si elles adoptent la lecture israélienne, elles s’exposent à une crise de crédibilité nationale majeure. Dans les deux cas, elles perdent. Ce piège politique résume la faiblesse de leur position : elles ne définissent pas le cadre, elles choisissent seulement entre deux lectures produites ailleurs, chacune coûteuse pour elles.

Calling the ongoing war on Lebanon “the war of others” is a dangerous trap: 1) This framing was first used during the civil war. It was adopted by some to absolve the Lebanese of responsibility for the violence, portraying Lebanon merely as a battlefield and Lebanese actors as passive enablers of external forces. In reality, Lebanese actors were deeply involved in the conflict, and some even actively sought external support. They were not simply victims or puppets… they were active agents in the war. 2) Today, emphasizing “the war of others” does more than suggest that Lebanon is just a battleground. It distances the state from responsibility (whether in terms of defense or humanitarian action). It implies that the victims of this war are not its responsibility, but rather a burden to manage. It also suggests that defense (whatever form it might take) is not a duty, because the war does not target “us” (with “us” meaning the state). Yet even if the war was not initiated by the “state”, it does not mean it is not a war against Lebanon. 3) In the Lebanese context, the “other” (given internal divisions and polarization) often refers to Iran, and more rarely to Israel. For Hezbollah, one can also argue, the war is framed as an Israeli war on Lebanese territory, particularly over control of the south. From this perspective, resistance is not a choice or simply a proxy strategy, but something imposed on them. 4) War is not only about the decision to engage in conflict; it is also about its consequences. The aftermath (displacement, economic collapse, and long-term social impact) shows that this war is undeniably a Lebanese war. Dealing with these consequences is not optional. It is a matter of national responsibility and national interest. This is a war on Lebanon when the Israelis themselves said: we want to take Lebanon back to the stone ages! 5) Perhaps more importantly: Emphasizing that this the “war of others” implies, even if indirectly, accepting whatever objectives are assigned to it. But what happens if those objectives shift (for instance fully disarming Hezballah)? How do we internally deal with this? And how would Hezballah react internally after the war is over? All this is not to absolve Hezbollah of its ties to Iran, nor to deny that this war has a regional dimension. However, a national discourse should place these dynamics within the context of decades of Israeli aggression and repeated violations against Lebanon. Owning the narrative around|the war is a sovereign decision.
