The president was selected by roughly 70 million Americans, your average congressmen/woman is selected by roughly ~150k Americans...the presidential agenda significantly outweighs any personal agendas and it's your job as a member of the same party to work with the president to codify that agenda in accordance with the needs of your particular district. We have high speed rail in the most dense part of the country; where it makes logistical, fiscal, & societal sense to have it located. Unlike high speed rail, a moon base actually benefits all Americans.
