People’s Party Submits Bill to End Conscription, Urges Clarity on Volunteer Policy The People’s Party has submitted a draft bill to abolish mandatory military conscription and replace it with a voluntary system, while urging the government to clarify the timeline and details of its volunteer soldier policy. The proposed amendments to the Military Service Act aim to improve military efficiency and enhance the welfare, income, and career prospects of conscripts by ending compulsory enlistment and repealing six outdated laws. Under the plan, individuals aged 18 and above would be able to voluntarily register for service. Official data from the Defence Ministry shows that in 2025, a total of 429,175 men reported for the draft, with the military requiring 88,255 recruits, or 20.56% of those assessed. More than 52.83% of recruits, or 46,623 individuals, volunteered through three channels, including on draft day, deferred discharge requests, and an online enlistment programme. A total of 40,634 men were conscripted through the lottery system, accounting for 46.04% of the military’s recruitment target and 9.47% of all those assessed. Authorities also reported 998 draft evasion cases, or 0.23%. Volunteer numbers have increased steadily in recent years, rising from 29,997 in 2022 to 35,617 in 2023 and 38,160 in 2024. With the annual draft process underway, the party called on the government to follow through on its campaign pledge to introduce voluntary service.
