Staying objective, and declining to make claims about motives without substantiation, what you describe can be subjected to critical analysis:
1. Surely high viewership improves income.
2. What costs were incurred that would be higher than alternative programming?
The test will be to see what follows.
Obviously, a slightly more forensic scrutiny would give a clearer picture. Where are the documents that tell the story of the decision - minutes of meetings, ratings analysis, cost breakdowns, mitigation attempts?
