A fundamental tenet of the tax system, which the Chancellor will know, is that ignorance is no defence if the correct tax is not paid. Each taxpayer is responsible for making sure they understand what is due, and that it is paid. Her claim that she was unaware of the rules to which she should have abided, is not (to use the tax phrase) a "reasonable excuse". She should have known. Again, in tax terms, if you do nothing, claiming ignorance, that is called "careless", which means negligent. Angela Rayner was found to be careless too.
