Congress is the political sphere. These people are "typically and ostensibly" voted into those positions precisely to express their beliefs and the beliefs of their voters, as adults with the full freedom (but congressional restrictions) to do so, the the precise taxpayer-funded arena for doing so. In fact, Congress has additional rules of decorum, which limit its freedom of Speech. The fact that they "don't" is an issue for voters to address. (One of the reasons we push so hard for the SAVE Act.) I mean "taxpayer-funded" and "School." For instance, Catholic Schools have the right to promote Catholic beliefs. Schools teach children knowledge, and parents have the right to instill beliefs, and the two really shouldn't conflict in agenda.

The difference is, America voted for him to be there. Kids don't get to choose their schools, or their teachers, or their classmates, and teachers don't have the right to promote a belief over them. There are rules for him, as there are for us, there are even rules for his position that further limit him. But as an independent adult, he has full rein to express them in the position the public elected him to serve in. That's the way the system works.
