🔍 Peter concludes that HSIs operate as a spectrum of interdependent elements, working in synergy with centralized systems.Power is dispersed and asymmetrical, affecting reproduction through institutional legitimacy, social acceptability, economic affordability, and the uptake.

Multiple actors and interests exit, each with varying degrees of legitimacy. Key dimensions include; enforcement, compliance, and negotiation, emphasizing the need for collaboration to access resources.
