this wouldnt break any perceived balance either , finding a horse is easier,way less work and realisticly you are using an elytra

it would have been really cool if zombie horses had a insanely low chance to be faster , capped at ~12 bps is a bit "lame" haha. like 1 in 10k scaling to the actual max horse speed would be epic for tech players. currently zombiehorses are all from 9.2- 12.2 blocks per sec
