Why is it hard to build a UI framework that’d target desktop and mobile platforms at the same time? Are the UI primitives between them so incompatible in their nature?

GraalVM and Truffle look promising. Can they be used together to make a language that would compile and run natively on x86, ARM, Apple Silicon, wasm and JVM?
