Lärarna kräver inte kortare arbetstid utan bara att hanteringen av arbetstiden blir annorlunda. Men inte ens det vill kommunerna förhandla om efter tre decennier av effektiviseringar. Kommunernas bristande skolkompetens är det enda som verkligen effektiviseras under dessa år.
