As the Scottish Government is required to BALANCE its resource budget it cannot incur a deficit. As the Scottish Government has only minimal resource budget borrowing powers it cannot FINANCE a deficit.

Scotland spends more on public services that it raises in taxation, some £26bn short. The bill is covered by the UK.
You have nothing to say how that gap will be filled.
