In an interview with The Sunday Times, Vance called Ukraine's 2023 counteroffensive a "strategic and tactical disaster," arguing that it had been launched under pressure from Western allies and the Biden administration. According to Vance, the White House now believes that, while negotiations continue, Ukraine should prioritize holding defensive positions rather than launching major offensives. He said the Trump administration considers this defensive approach to have produced "far more results." The vice president argued that focusing on defense has been more effective than costly offensives aimed at retaking territory. He also said such a strategy creates better conditions for negotiations and could help bring the war to an end.
