Uit rapporten blijkt dat er 10,7 miljard euro (!) aan uitgegeven middelen door Europa “niet specifiek toewijsbaar of traceerbaar zijn”, vanwege foutieve of dubieuze bestedingen (ja, herlees dit maar even). Dit is een foutenpercentage van 5,6% (!) op een totale begroting van 191,2 Miljard euro. Dat is óns belastinggeld. Dat is een levensgroot schandaal en had op élk journaal het hoofdpunt moeten zijn. En als we die 5,6% foutenmarge toepassen op het nieuw voorgestelde budget van 865 Miljard… dan zouden álle alarmbellen moeten afgaan. Of niet soms, europarlementariërs? Een toelichting hoe de belasting van 36% op niet-gerealiseerde vermogenswinsten in de praktijk uitpakt.
Hieronder een uitgebreider rekenvoorbeeld:

Stap 1. Beginpositie
Je bezit 500 aandelen.
Waarde op 1 januari 2028: €50.000
Waarde op 1 januari 2029: €100.000
De papieren winst bedraagt dus:
€100.000 − €50.000 = €50.000 ongerealiseerde meerwaarde
Je hebt niets verkocht. Toch wordt die €50.000 fiscaal gezien als belastbaar inkomen.

Stap 2. Toepassen van de vrijstelling
Je bent getrouwd en hebt recht op een vrijstelling van €3.600.
€50.000 − €3.600 = €46.400 belastbare grondslag
Belastingtarief: 36%
€46.400 × 36% = €16.704 aan belasting
Dit bedrag moet in mei worden voldaan, ondanks dat je geen aandelen hebt verkocht.

Stap 3. Koersdaling vóór betaling
Stel dat de aandelen tegen mei flink in waarde dalen.
Nieuwe totale waarde: €60.000
Je portefeuille is dus geen €100.000 meer waard, maar nog slechts €60.000.
De aanslag van €16.704 blijft echter staan, omdat die is berekend op basis van de waarde per 1 januari.

Stap 4. Verkoop om de belasting te betalen
Om €16.704 vrij te maken, moet je een deel van je aandelen verkopen.
Na betaling van de belasting blijft over:
€60.000 − €16.704 = €43.296
Oorspronkelijk had je 500 aandelen.
Na de verkoop heb je er nog 360 over.
Je moest dus 140 aandelen van de hand doen.
140 ÷ 500 = 28% van je aandelen is verdwenen.

Stap 5. Wat is het economische resultaat?
Vóór de koerscorrectie:
Papieren winst: €50.000
Na de koersdaling:
Portefeuillewaarde: €60.000
Oorspronkelijke inleg: €50.000
Werkelijke winst: €10.000
Toch heb je €16.704 belasting betaald.
In plaats van €10.000 in de plus te staan, kom je nu uit op:
€43.296 − €50.000 = €6.704 onder je beginwaarde
Een reële winst van €10.000 is omgeslagen in een nettoverlies van €6.704.
Daarnaast ben je blijvend 28% van je aandelen kwijtgeraakt.

NEW: Dutch Parliament Member Michel Hoogeveen explains how the 36% unrealized capital gains tax, just passed by the House of Representatives, will work.
Here is a more detailed example:
Step 1. Starting position
You own 500 shares.
Value on Jan 1, 2028: €50,000
Value on Jan 1, 2029: €100,000
So the paper gain is:
€100,000 − €50,000 = €50,000 unrealized profit
You did not sell. But for tax purposes, that €50,000 is treated as income.
Step 2. Apply exemption
You are married, so you get a €3,600 exemption.
€50,000 − €3,600 = €46,400 taxable amount
Tax rate: 36%
€46,400 × 36% = €16,704 tax bill
That bill is due in May, even though you never sold anything.
Step 3. Market falls before you pay
Now suppose by May the shares drop in value.
New total value: €60,000
So your portfolio is no longer worth €100,000. It’s worth €60,000.
But the tax bill is still €16,704, because it was calculated based on the January 1 valuation.
Step 4. You must sell shares to pay tax
To raise €16,704, you sell part of your shares.
After paying the tax, you’re left with:
€60,000 − €16,704 = €43,296
Originally you had 500 shares.
Now you have 360 shares left.
You were forced to sell 140 shares.
140 ÷ 500 = 28% of your shares gone.
Step 5. What happened economically?
Before the correction:
Paper gain was €50,000.
After the correction:
Portfolio is worth €60,000.
Original cost basis was €50,000.
Real gain is only €10,000.
But you paid €16,704 in tax.
So instead of being up €10,000, you are now:
€43,296 − €50,000 = €6,704 below your original starting value.
You turned a €10,000 real gain into a €6,704 net loss.
And you lost 28% of your shares permanently.
