Risk matrices can't actually prioritize — they violate basic measurement principles and often recommend worse resource allocation than random selection. If you need quick stakeholder visuals for compliance, fine, but for real prioritization ask: which decision am I trying to make, and how would different risk levels change that choice? For anything beyond routine decisions, use ranges and probabilities instead of color blocks.
