Ramaphosa inherited a state whose key institutions had already been severely weakened by State Capture: SARS hollowed out, the NPA weakened, intelligence structures factionalised, and law-enforcement credibility damaged.
The real question is not whether corruption existed under his presidency. The question is: what did he do about it?
He backed the Zondo Commission despite knowing it would expose corruption within the ANC itself. That commission became the single biggest forensic exposure of organised corruption in democratic South Africa.
