The other peice of info is that they are also a tracer. When doing research, I had found these claims, but no hard proof and it had seemed outside of the bigger problem, but i do think it's important as we can see the start of the scummy behavior ethically

This person is a common scammer. They have already sold these items before, but the buyers have never gotten the products, nor were they offered a refund. Instead, the same items kept getting "sold"
