Because the Tolkien-Estate holds the right for most of the Silmarillion and thats good.
Even Rings of Power can only use whatever is also written in the appendices of the Lord of the Rings and the Hobbit.
Without these rights the options are very very limited

i don’t think there should be a whole tolkien/lord of the rings cinematic universe, however, it’s clearly going to happen - so my question is WHY are the most boring parts of the legendarium being adapted? hunting gollum? the hobbits minus frodo? who is deciding this?!
