A 3-month-old boy was mauled to death by two pit bulls Saturday on Bidwell Terrace in the city of Rochester. Initial report is that adults left the child alone with the dogs while they went to buy or use drugs.

I don’t often do this but today I issued a public apology. I’m sorry to all of the pit bull owners that I’ve criticized over the years. I realize now that your reasons for owning these animals are valid. I was wrong. I’m sorry.

This bill is about Texas jurisdictions that "refuse" to "initiate" a dangerous dog investigation, even when there is ample evidence before them, including multiple incidents, and will only "initiate" if there is a witness affidavit.
