For an actual answer to this instead of smug circle-jerking; The 70 figure specifically overstates the case due to bad data. The source used refugee children who had endured war, displacement, trauma, little or no schooling, and high rates of malnutrition/disease. This is important because, Refugee camps are not random samples of the population-they skew toward more vulnerable groups. The authors themselves noted caution about generalizing to all Somalis, which some people willfully choose to ignore. On the broader whole about Africans being "subhuman", IQ isn't this ever-constant genetic bedrock. It's up by 30 over the span of 4 to 5 generations. A median person today (top 50%) would be in the top 2% just one 100 years ago. Evolution doesn't work that fast. Our great grandparents got by with a 'low IQ' no issue, and it went up as our nutrition, technology and society advanced. Improved conditions in Somalia (stability, nutrition, education) would almost certainly raise average scores via the Flynn effect, as it did for the west.
