Basically lol Looks like the problem here is the bureaucrats want all upgrades to comply with the belief that sea levels will be rising by a foot-and-a-half by 2050 and build accordingly I visited St Malo in 2003 and they have a lovely outdoor pool, built in 1937. It's still used every summer by millions. Pic related Vancouver cannot conceive of something like this, it must be overbuilt to impossible standards, cost 100 times what it should, and reward political friends of the current government with all the contracts.
