Brazil and Venezuela do not need foreign refineries and oil. We have so much oil and unexplored areas that it makes no sense to follow the "global market bubble". Because the international price of oil is one thing, and the national "stockpile" is another; Russia has been talking about this for millennia.

@MarioNawfal Yeah and usa and china are one of the largest consumers of this refined oil. So it doesn't add much to there economy. It does add to the individual owning the refinery.
