Azula had the 2nd most dangerous lightning strike because of her rage,which made hers more blue than the others. But Iroh was the inventor and also the most skilled in it. He knew how dangerous it is that’s why he told Zuko to know and when not to use it. Iroh tops it. Just that Azula is better at it than her brother Zuko.
