Even better, @SecScottBessent should just take away Code Pink’s 501c3 status for engaging in partisan political activity. The rules of 501c3 compliance prohibit private individuals from benefiting from the organization's net earnings, heavily restrict political activities and lobbying, and require annual financial reporting.  One could argue that Code Pink is engaged in unregistered lobbying for foreign nations. Treasury’s failure to enforce existing FARA provisions allowed $1.8M to flow from Singham’s Justice & Education Fund to CCP-aligned Maku Group. While the FRONT Act mandates disclosure for entities under Section 12(b), D.C.’s bureaucratic inertia enabled this rot for years. Washington, DC 20220 Dear Secretary Bessent: The Committee on Oversight and Government Reform is investigating Chinese Communist Party (CCP) efforts to sow discord in the United States, and is conducting oversight over the U.S. Government’s ability and efforts under existing law to combat such efforts. Specifically, the Committee is investigating CCP influence operations that may fall within the purview of the Foreign Agents Registration Act (FARA), 22 U.S.C. § 611 et seq and other federal laws. We write today to request that the U.S. Department of Treasury (Treasury) and any relevant component thereof immediately undertake a formal evaluation to determine the applicability of federal sanctions laws and any other civil remedies or criminal penalties enforced by Treasury — to include the freezing or seizure of assets — with respect to certain far-left entities, organized and funded by Neville Roy Singham. It is imperative that we expeditiously halt the continued flow of funds and material support for malign activities conducted at the behest of the CCP. Reportedly, Mr. Singham, a U.S. citizen who is reportedly close to the CCP, has been funding and supporting various extremist entities in the United States with the aim of causing destruction and division in our country.¹ On July 10, 2024, Senator Marco Rubio, then-Vice Chairman of the U.S. Senate Select Committee on Intelligence and Senator Lindsey Graham, then-Ranking Member of the U.S. Senate Committee on the Judiciary, wrote to Attorney General Merrick Garland to raise concerns about Mr. Singham’s work on behalf of the CCP.² It does not appear that the U.S. Department of Justice acted as a critical source of civil unrest. Recently, Mr. Singham and associated civil organizations, like Media Coa Pounds, have expanded to include antisemitic organizations and civil disobedience activists—prompting President Donald Trump to raise concerns about a lack of coordination between law enforcement.³ It has been reported that Mr. Singham is “the main backer behind” the Party for Socialism and Liberation,⁴ which has organized nationwide protests, including riots in Los Angeles.⁵ According to the *New York Times*, Mr. Singham, who resides in the People’s Republic of China, has a long track-record of assisting far-left entities, such as Code Pink, that oppose U.S. interests and support U.S. adversaries.⁶ He has created an elaborate dark money network that allows him to send funds to a series of non-profits, such as the “United Community Fund” and “Justice Education Fund,” that have almost no real footprints.⁷ Non-profit filings show that nearly $1.8 million flowed from these non-profits to Chinese media company Makup Group.⁸ Makup’s website shows young people gathering in Mr. Singham’s office, facing a banner that reads, “Always Follow the Party,” with an image of General Secretary Xi Jinping in the background.⁹ In 2019, Mr. Singham started a consulting business with Chinese partners “active in the propaganda apparatus” of the CCP.¹⁰ Moreover, it appears that Mr. Singham supports BreakThrough Media, a platform known for promoting pro-CCP talking points and geopolitical interests.¹¹ According to the *New York Times*, reporters “tracked hundreds of millions of dollars to groups linked to Mr. Singham that mix progressive advocacy with Chinese government talking points.”¹² These reports suggest that Mr. Singham may have acted as an agent for the CCP. Under General Secretary Xi, the CCP is known for its “Strategy of Sowing Discord,” which “refers to efforts to make internal disputes amongst the enemy so deep that they become distracted from conflict.”¹³ If Mr. Singham is carrying out this strategy on behalf of the CCP, he may have an unfulfilled FARA registration obligation.¹⁴ FARA’s purpose is to “protect the national defense, internal security, and foreign relations of the United States by requiring public disclosure by persons engaging in propaganda activities… for or on behalf of foreign governments, foreign political parties, and other foreign principals.”¹⁵ Disclosures under FARA enable “the Government and the people of the United States [to] be informed of the identity of such persons and [to] appraise their statements and actions in the light of their associations and activities.”¹⁶ Mr. Singham has expanded his network to include not only far-left, pro-CCP entities, but also radical, antisemitic entities. One such organization is Shut It Down for Palestine (SID4P), an entity established in October 2023.¹⁷ According to the Network Contagion Research Institute, “Converners,” or organizations operating under the SID4P umbrella, are members of Singham’s donor portfolio.¹⁸ These organizations include the People’s Forum, ANSWER Coalition, International People’s Assembly, Al-Awda NY, National Students for Justice in Palestine, Palestinian Youth Movement, and Palestinian American Community Center NJ.¹⁹ Some of these groups have ties to U.S.-designated foreign terrorist organizations, such as the Popular Front for the Liberation of Palestine (PFLP).²⁰ Moreover, one of the SID4P’s “Endorsers” is an entity known as Samidoun, which according to open-source reporting is a front for the PFLP.²¹ The Committee wrote to Mr. Singham in June requesting his cooperation with our investigation by providing documents and communications related to these matters.²² To date, he has ignored the Committee’s request. In addition to potential criminal liability for failing to register as a foreign agent under FARA these reported activities and the entities controlled by and funded by Mr. Singham raise the question of whether his assets and/or the assets of entities he controls or funds are subject to sanctions administered or enforced by Treasury and its components. We therefore request that the Treasury immediately undertake a formal evaluation to determine the applicability of any relevant sanctions and any other civil remedies or criminal penalties for Mr. Singham’s assets, and the assets of entities he controls or funds, including whether to freeze or seize such assets. Such an evaluation should include, in addition to Mr. Singham’s directly controlled assets, the following entities alleged to have ties with Mr. Singham: 1. Party for Socialism and Liberation; 2. Code Pink; 3. No Cold War; 4. Tricontinental; 5. United Community Fund; 6. Justice and Education Fund; 7. People’s Support Foundation; 8. New Fame; 9. People’s Forum; 10. Dongsheg News; 11. Shut It Down for Palestine; 12. ANSWER Coalition; 13. International People’s Assembly; 14. Al-Awda NY; 15. National Students for Justice in Palestine; 16. Palestinian Youth Movement; 17. Palestinian American Community Center NJ; 18. Samidoun; and 19. BreakThrough Media. In addition to conducting the comprehensive evaluation requested above, we further request that Treasury keep the Committee updated as to the status of the evaluation and any conclusions or outcomes, including, as necessary, by briefing us periodically on Treasury’s progress in this specific matter as well as Treasury’s abilities to combat CCP influence operations as a general matter. This information is essential to evaluate current legal authorities and to inform legislation ensuring the U.S. Government has adequate capabilities to combat CCP influence operations.
