Still opposition will not pass the bill. Opposition has sensed the intention behind bringing Women reservation and Delimitation exercise forward (before Census 2027) and have understood the bundling of the two together. The major issue is amendment of Art 82 (Readjustment of seats after every census) which right now makes delimitation, a constitutional exercise. But the new, 131st Amendment Bill, 2026 grants Parliament the power to trigger the process by law, means making the process statutory. In simple words, executive by the strength of simple majority in parliament can start Delimitation exercise and readjust seats based on the population data it deems fit or available.

SUPER PLOT TWIST: Amit Shah says he's willing to insert 50% proportion clause in an amended bill. Willing to adjourn the Lok Sabha for an hour. That would mean changing Article 81, and forever moving on from 'one person, one vote, one value'. Super deal for southern states.

@Shahrcasm The problem is the Article 55 & 82 clearly mandates census "taken AFTER 2026" - so the current census can be invalidated for delimitation

My observation. By bringing Delimitation now, Modi / BJP is trying to show they care about South states hence trying to give 50% proportionate increase. Now without opposition support, Bill wont pass. So now after 2027, seat will be redrawn basis on latest census where south states would lose big number of seats, then Modi will be like, I had bought the bill in 2026, You all didn't support, now suffer.....

@morpheus_1 Will you say that BJP is friendly to south states if they put the 50% increase to the bill? The govt. is actually violating the constitutional principle of One Vote,One Value just for South Indian states - if the current constitution remains then delimitation is automatic in 2027

@Preetam_M_Rao Simple formula - delink when to conduct delimitation and which census to be used for delimitation currently it requires 2/3rds majority once the Constitutional Amendment is passed it'll be simple majority - that is the real intention of this bill, put that into perspective

Why is BJP so adamant on Women's reservation bill? They conducted a special session prior to 2024 for this. We thought it would be ONOE or UCC. It turned out to be this. Now, once again they're harping on this. Why is it so important for them? Don't say nation bakwas.

@adityajakki If the Constitutional Amendment wouldn't pass today that'll mean the delimitation will be triggered with the next census of 2027, which means the South will most probably lose their seat share - the best course of action for them to maintain their say is to vote towards it

Notifying 2023 Women Reservation Act yesterday was govt way to pressure opposition MPs that the govt can carry forward with women reservation and Delimitation within existing set of 543 seats for 2029 elections if they don't vote in favour today Why does this matter? It matters because it can upset existing seats of all major leaders from all parties This was the exact reason why the Women Reservation couldn't happen for 3 decades Let's see what Opposition chooses between both options

How many MPs do Govt need to pass a Constitutional Amendment ? Two thirds of the MPs present and voting. At very best, NDA can get 310 MPs voting with them. Oppn claim they have 200 MPs on board. That means Govt way way short of two third.

Sorry even that is NOT acceptable, even a uniform increase does not change the fact that more seats will be added to the north and much less to the south The question no one is asking "Why do we need more MPs?" Why are tax payers money being used to fund these MPs lavish lifestyle?

IMPORTANT: Home minister @AmitShah claims that there will be uniform increase by 50% across states through Delimitation even though the bill at the moment doesn’t specifically mention a number (promises to clarify tomorrow). Says southern states in percentage terms will be around 24% (currently 23.8).. will this be enough to quell the concerns of the South? Remember, in absolute numbers the gap will widen further if seats are increased to 850 even if percentage stays roughly the same. 🙏

@MNageswarRaoIPS @naralokesh Sir I'm not learned as you but, i think its normal to amend the bill even after session commences - There's going to be an amendment to the draft Delimitation Bill according to whats being floated in the media and as assured by the Law Minister in his speech

You can’t be more gullible and naive, Sri @naralokesh garu! Former Prime Minister Dr. Manmohan Singh also gave a clear assurance on the floor of Parliament regarding Special Category Status for the residual State of Andhra Pradesh during the discussion on the AP Reorganisation Bill. Did it ever materialise? Assurances like these are meaningless — they are mostly meant to fool people. If Modi is genuinely committed to maintaining the existing state-wise proportion of MP seats, why didn’t he incorporate it in the Constitution Amendment Bill or the Delimitation Bill? The fact that he did not do so suggests he is not serious and is only deceiving people. Or, am I being too gullible in thinking that you are the one being naive here?

Grateful for the Hon’ble Prime Minister’s assurance to the nation, on behalf of the NDA, that the proportion of seats of each state in the parliament would not be affected in the delimitation exercise. No injustice would be done to any state. This is NDA’s guarantee. @narendramodi @ncbn

The idea is clever: If the Women's Reservation (131st Constitutional Amendment) does not pass, and the Delimitation Act passes, then delimitation will be done on the existing 543 seats based on the last published census on the date of constituting the Commission (2011), and the seats would be readjusted. In case the opposition wants the govt. to stick to the present proportion, they will have to pass the Constitution Amendment Bill. A real masterstroke.

Summary of PM Modi Speech in Lok Sabha on Women Reservation Bill and Delimitation Bill: On why 2011 census and not 2026 census for delimitation and what changed between 2023 bill and 2026 Reservation bill 1) Nari Shakti Vandan Adhiniyam, as passed in 2023, could not have been implemented without delimitation. Why? Because how can you divide seats and redraw constitutions with delimitation? Remember, both Lok Sabha and State Assembly states will need to be redrawn. 2) An exercise of delimitation takes about 1.5-2.0 years to complete. Impossible to have been completed in time for 2024 elections (bill was passed in Sep 2023), hence 2029 was mandated as the first election in which it would be implemented. 3) The census that has begun in 2026 would complete only in mid-2027. Delimitation would start only post that. Hence any delimitation that would base itself on 2026 census would again be unlikely to be completed by 2029 elections. So should women reservation again be postponed? 4) Hence, government decided to amend constitution to base delimitation basis last census data available - 2011. This data is available as of now. Hence delimitation can start as soon as bills passed - enough time, hence, to complete in time before 2029 elections. On Delimitation Bill 1) PM Modi affirmed, in all possible connotations, that THE PRESENT PROPORTION of seats allocated to each state, out of total, would be maintained. 2) The increase in seats for each state and UT, post delimitation, would also maintain the same proportion. 3) Hence, no state would lose their voice, either in overall proportion, or in how they stack up to contribute to majority of Lok Sabha seats. On Politics on Women Reservation 1) Last 25-30 years have demonstrated that those who have directly opposed Women Reservation or sabotaged it through subterfuge (like Congress) have slowly ben reduced to irrelevance in Parliament. 2) Panchayat level reservation for more than two decades, has created leadership of women at grassroots in lakhs. They are now empowered. Their rightful due can no longer be denied.
