it is basically cultural. In west it is not option to "not working" if women in west doesn't work their family will starve to death. But in iran since education, health care and lots of stuff free, it is optional for women to work if they want to. It is not "have to" for them. But as i pointed out if women in west doesn't work their family doesn't support, if they are married the husband will not be enough for a good life because of the life cost. So basically in west women "have to" work. In iran women can work if they prefer to :) the difference is this.
